Compact Fluorescent Bulbs?

I have a strange issue with one of my compact fluorescent bulbs. I have a lamp where the shade itself grabs the side of a round light bulb, so I picked up a philips a19 shape 40 watt equiv cfl. When you turn this one on, it starts out so dim that you can’t see a thing for at least a minute, not even next to the light, and takes 3 minutes to reach full brightness. I just picked up a GE A17 40 watt equiv cfl and it starts off nice and bright from the start and reaches full brighness within 30 seconds. Is the philips one defective, or are they just made differently. These are the cfl bulbs that are shaped like regular bulbs for use in ceiling fans and lamps that grab the bulbs.

Yes, take it back. That thing’s got to be defective. I install cfl’s daily and have had a few glow but not illuminate.(just never fully brightened up)
