Ceiling Fan Advice

Light bulbs burning out, and slow ceiling fan?
I am having problems with light bulbs continually burning out. 5 years ago I had this problem as well. The electric company replaced a transformer, the problem had been fixed and the bulbs had a normal life span. Now I have the problem again. I called the electric company recently but they told me before they put a meter to check my electricity I need to call an electrician to make sure there is nothing wrong with the wiring in my house. I just wanted to get input from anyone who can give my advice. Another problem I noticed is a ceiling fan in the family room now runs really slow (it’s only 6 months old) like its not getting enough amps. Any advice on what to do? I was thinking of getting some kind of amp/ voltage device from home depot but not sure what to look for.
If your voltage in your home is too high, it could cause the bulbs to burn out faster, but it seems unlikely, because then you would be having problems with your other appliances and things burning up. The slow running fan wouldn’t go along with voltage being too high though, but rather too low. and as for amps, things don’t “get” amps, amps are a measure of how much current a motor or other electrical device draws. I would still check the voltages in your house though, you should have 120 give or take about 10 at all of your receptacles and light fixtures, and 240 for things like your dryer, water heater and stove. You could get a lower priced voltmeter for probably about 50 dollars. You don’t need an amp meter, this wouldn’t help you at all with your problems, all that does is tells you how much power something is consuming.
