What is the best and cheapest way to keep my attic cool?

I am in Florida and my house is facing East (the long side of the house). My house get extremely hot during summer especially my bed room. I have re-done the entire exterior wall using no dead air space thick insulation with Vinyl siding. I have put window films, and closed the entire vet in the house where I am not using. I have ceiling fans in every room circulating the air and my AC is set at 81 since my last month electric bill was $250 me living here alone on this 1500 sq ft house with hardly any electric being wasted, no TV, no water heater (off), unplugging everything I do not need, etc, etc. The electric company screwed up with their contract with other city to make profit, now they have to pull money from their customers to pay their bills.

You may try insulating your ceiling (from the attic side) then put the spinning circulation vents in your attic. Helped my friends do it to their house in New Orleans, works very well. I am not sure if he used 30 or 50 in the attic.
